Summary of The Townsville Hospital and Health Board Meeting held 2 December 2019 and Board Activities in November 2019

The Townsville Hospital and Health Board (THHB) held its 2 December 2019 meeting at Townsville University Hospital. The meeting was chaired by Mr. Tony Mooney and attended by nine members of the Board.
The Board received regular updates from the Board Committees which met in November 2019, those being:
- Board Executive Committee
- Board Audit and Risk Committee
- Board Finance Committee
The Board also received reports from the following advisory Councils:
- Consumer Advisory Council Report
- Aboriginal and Torres Strait Islander Community Advisory Council
The Board received a regular Executive Report and Performance Report from the Health Service Chief Executive.
The Board received updates on key focus areas, which included:
- An update on the ongoing implementation of integrated electronic medical records at the THHS.
- The continuing implementation of the action plan devised following the external review of mental health services.
- THHS readiness ahead of future accreditation under the new Aged Care Quality Standards (Quality Standards).
- The Joyce Palmer Primary Care Centre and the Palm Island Joint Venture.
Board activities
The Board undertook a number of official engagements in November, these included but were not limited to:
- Hosting the Better Health NQ meeting.
- THHS Corporate representation at the NQPHN Annual General meeting.
- Presenting an update on the on THHS Master Planning and Integrated Health & Knowledge Precinct at the Townsville Chamber Business Matters Event series.
- Remembrance Day Services cross the THHS.
- Meeting with Minister Miles regarding equitable dialysis services in the service’s footprint.
Members of the Board met with experienced UK health administrator Sir Neil McKay to discuss maintaining and improving service delivery and efficiency.

Summary of The Townsville Hospital and Health Board Meeting held 4 November 2019 and Board Activities in October 2019

The Townsville Hospital and Health Board (THHB) held its 08 November 2019 meeting at Ayr Hospital and Health Service. The meeting was chaired by Mr. Tony Mooney and attended by eight members of the Board.
The Board received regular updates from the Board Committees which met in October 2019, those being:
- Board Safety and Quality Committee
- Board Executive Committee
- Board Audit and Risk Committee
- Board Finance Committee
The Board received a regular Executive Report and Performance Report from the Health Service Chief Executive.
The Board received updates on key focus areas, which included:
- A report on addressing institutional barriers to health equity for Aboriginal and Torres Strait Islander Queenslanders.
- An update on the ongoing implementation of integrated electronic medical records at the THHS.
- The continuing implementation of the action plan devised following the external review of mental health services.
- THHS readiness ahead of future accreditation under the new Aged Care Quality Standards (Quality Standards).
- The Health and Knowledge Precinct.
Board activities
The Board undertook a number of official engagements in October, these included but were not limited to:
The Board and THHS Executive hosted the members of the Board and the CE from the newly appointed Papua New Guinea Provincial Health Authority at The Townsville Hospital. The purpose of the visit was to share governance learnings and demonstrate the interaction between Board and Executive.
Mr. Tony Mooney met with Mayor Liz Schmidt and representatives of the Charters Towers Dialysis Lobby and Support group ahead of the public meeting planned for 12 November 2019.
The Board were represented on a number of Health and Safety forums in October, including the Department of Health’s Fatigue Risk Management System Workshop, the Health and Hospital Board Safety and Quality Chairs forum and the Work Health and Safety Leadership Summit.

Summary of The Townsville Hospital and Health Board Meeting 8 October 2019 and Board Activities in September 2019

The Townsville Hospital and Health Board (THHB) held its 08 October 2019 meeting at Ayr Hospital and Health Service. The meeting was chaired by Mrs. Michelle Morton and attended by nine members of the Board.
The Board received regular updates from the Board Committees which met in September 2019, those being:
- Board Executive Committee
- Board Stakeholder Engagement Committee
- Board Finance Committee
The Board received a regular Executive Report and Performance Report from the Health Service Chief Executive.
The Board received updates on key focus areas, which included:
- An update on THHS response to the Minister of Health’s priorities for the provision of healthcare across Queensland Health services.
- An update on the ongoing implementation of integrated electronic medical records at the THHS.
- The continuing implementation of the action plan devised following the external review of mental health services.
- THHS readiness ahead of future accreditation under the new Aged Care Quality Standards (Quality Standards).
Board Members met with staff, representatives of the Burdekin chapter of the Aboriginal and Torres Strait Islander Consumer Advisory Council and the Ayr Council, including Mayor Lyn McLaughlin. Four members of the Board and the HSCE also attended a tour of the Home Hill Hospital.
Board activities
The Board hosted the Departmental Leadership Team who were in Townsville as part of North Queensland regional parliament 2019.
The Board was represented at the opening of the new children’s ward play area by Mr. Tony Mooney (Board Chair).
The THHS hosted the Townsville Enterprise Emerging Leaders Program and provided participants with an overview of the health and hospital service including the impact thereof on the region’s economy.

The Townsville Hospital and Health Board (THHB) held its 2 September 2019 meeting at The Townsville Hospital.The meeting was chaired by Mr. Tony Mooney and attended by nine members of the Board.
The Board received regular updates from the Board Committees which met in August 2019, those being:
- Board Executive Committee
- Board Safety and Quality Committee
- Board Audit and Risk Committee
- Board Finance Committee
- Joint Board Finance and Board Audit and Risk Committee
- The Board received a regular Executive Report and Performance Report from the Health Service Chief Executive.
- The Board received updates on key focus areas, which included:
- An update on the ongoing transition of allied health services from the Joyce Palmer Health Services to the Palm Island Primary Care Centre.
- An update on the ongoing implementation of integrated electronic medical records at the TTH.
- The continuing implementation of the action plan devised following the external review of mental health services.
- The Aged Care Quality Standards (Quality Standards) applicable to all Australian Government subsidised aged care services effective 1 July 2019.
Following the meeting, the Board and Townsville Hospital and Health Service Executive participated in Due Diligence for Officers training session. This regular training ensures that THHS Officers are kept abreast of changes to the Workplace Health and Safety legislation.
Board activities
The Board approved the FY2018/2019 Financial Statements by circular resolution during the month.
Members of the Board attended the inaugural Consumer Advisory Council meeting on 22 August.
The Board Chair attended the ‘Words for Wellbeing’ launch on 29 August.

The Townsville Hospital and Health Board (THHB) held its 5 August 2019 meeting at The Townsville Hospital. The meeting was chaired by Mr. Tony Mooney and attended by nine members of the Board.
The Board received regular updates from the Board Committees which met in July 2019, those being:
- Board Executive Committee
- Board Finance Committee
- (The Board Stakeholder Engagement Committee scheduled for July was cancelled).
- The Board received a regular Executive Report and Performance Report from the Health Service Chief Executive.
- The Board received updates on key focus areas, which included:
- The ongoing implementation of the improvement plan following the external review of Mental Health Services at THHS.
- The integrated electronical medical records implementation.
- An update on the ongoing transition of allied health services from the Joyce Palmer Health Services to the Palm Island Primary Care Centre.
- The FY 2019 / 2020 budget preparation.
- The FY 2018 / 2019 Annual Report
Board activities
Members of the Board participated in the THHS NAIDOC week celebrations which included the launch of the Reconciliation Action Plan.
Newly appointed Board members from all 16 Queensland Health Services were invited to attend a Queensland Government hosted Heath and Hospital Board orientation day in Brisbane

Summary of the Townsville Hospital and Health Board Meeting 8 July 2019 and Board Activities in June 2019

The Townsville Hospital and Health Board (THHB) held its 8 July 2019 meeting at The Townsville Hospital. The meeting was chaired by Mr. Tony Mooney and attended by nine members of the Board with two members participating via phone conference.
The Board welcomed Mr. Matthew Rooney, newly appointed Chief Financial Officer.
The Board received regular updates from the Board Committees which met in June 2019, those being:
- Board Executive Committee
- Board Safety and Quality Committee
- Board Audit and Risk Committee
- Board Finance Committee
- The Board received a regular Executive Report and Performance Report from the Health Service Chief Executive.
- The Board received updates on key focus areas, which included:
- The budget planning process for FY 19/20 which provisional advice on the year-end position.
- A regular update on the Palm Island Primary Care centre and the progress towards full community control.
- A progress report on the recommendations following the review into mental health services.
- The digital hospital project ahead of go live on 15 July 2019.
Board activities
The Board Safety and Quality Committee was represented at the Health Consumers Queensland annual forum in Cairns by Mr Ted Winterbottom (non-Board member) and Mr Tony Mooney (Board chair).
Members of the Board Audit and Risk Committee and THHS Executive attended a workshop with aimed at enhancing the enterprise wide risk management framework.
The Board attended an information session on the National Safety and Quality Health Service Standards delivered by Ms. Bernie Harrison (Director, ACHS Improvement Academy)

- The findings of the whole of government survey: Working for Queensland.
- The digital hospital project.
- The strategy for providing contemporary stroke services in Northern Queensland.
The Board endorsed;
- The revised Terms of References for one of the five Board Committees.
- The commencement of a procurement process for a new Energy Retail Supply Agreement.
- The allocation of $5.2 M to deliver the Pharmacy Cytotoxic Laboratory project.

Summary of The Townsville Hospital and Health Board Meeting 1 April 2019 and Board Activities in March 2019

The Townsville Hospital and Health Board (THHB) held its 1 April 2019 meeting in Hughenden, Flinders Shire. The meeting was chaired by Mr. Tony Mooney and attended by nine members of the Board with one member participating via phone conference.
The THHB reconvened their meeting on Tuesday 2 April to conclude discussions on standing agenda items not covered the day prior due to time constraints.
The visit to Hughenden included a tour of the Hughenden Health Services facilities and a stakeholder luncheon attended by Flinders’ Shire Mayor and Councillors, Richmond Shire Deputy Mayor and Councillor, representatives of the Consumer Advisory Network, staff representatives from Hughenden and Richmond Health Services and other key community stakeholders.
The Board received regular updates from the Board Committees which met in February 2019, those being:
- Board Stakeholder Engagement Committee
- Board Executive Committee
- Board Finance Committee
- The Board received a regular Executive Report and Performance Report from the Health Service Chief Executive.
- The Board received updates on key focus areas, including:

- A close out report following the external review of the Charters Towers Community Mental Health Clinical Review.
- The Palm Island Primary Care Centre progress and plans for the formal opening thereof.
- The implementation of ieMR.
- The findings of the internal audit into the operational application and embedding of the THHS Risk Management Framework.
The Board endorsed;
- The revised Terms of References for two of the five Board Committees.
- The Statement of Action towards Closing the Gap in health outcomes.
- Mr. Tony Mooney as Board Representative on the Consumer Advisory Council.
Board activities
The Board hosted the Deputy Premier on Palm Island early in March. Representatives of the Board visited the Gold Coast University Hospital precinct with the view to inform the ongoing joint THHS / JCU Master Planning process for Townsville.

Summary of the Townsville Hospital and Health Board Meeting 11 February 2019 and Board Activities in January 2019

The Townsville Hospital and Health Board (THHB) held its February 2019 meeting at Townsville Hospital. The meeting was chaired by Mr. Tony Mooney and attended by nine members of the Board with one member participating via phone conference.
The meeting was postponed a week as a result of the monsoonal disaster.

- The Board received a regular Executive Report and Performance Report from the Health Service Chief Executive. The report included an update on the efforts of the Townsville Hospital and Health Service (THHS), the Townsville Local Disaster Management Group, the Australian Defense Force and the Local Disaster Committee in response to the monsoonal event.
- The Board conducted a mid-year review of operational performance. The Chief Financial Officer and Chief Operating Officer were in attendance.
- The Board received updates on key focus areas, including:
- The ongoing review of Mental Health services.
- The external review of the Charters Towers Community Mental Health Clinical Review.
- The Palm Island Primary Care Centre project.
- The implementation of ieMR
The Board approved;
- The progression of a procurement activity for the provision of internal audit services.

The Board attended the THHS Australia Day Staff Excellence Awards in January 2019.
