Summary of the Townsville Hospital and Health Board Meeting held 15 February 2021 and Board Activities in December 2020 and January 2021

The Townsville Hospital and Health Board (THHB) held its first meeting of 2021 on 15 February 2021 at the Townsville University Hospital. The meeting was chaired by Mr. Tony Mooney and attended by eight members of the Board.
The Board received updates from the committees which met in November 2020, including:
- Board Finance Committee
- Board Safety and Quality Committee
- Board Executive Committee
The Board received a regular Executive Report and Performance Report from the Health Service Chief Executive.
The Board received updates on key focus areas, which included:
- Operational readiness for the COVID-19 vaccination roll out
- Research capabilities and funding sources
- An update on the transition of primary care services to community control
- An update on the strategy for healthcare provision in older persons in North Queensland
Board activities
Representatives of the Board participated in several key meetings and events in December 2020 and January 2021, these included but were not limited to:
- Community stakeholder Christmas events
- Palm Island Health Governance Group meeting
- JCU 50-year Celebrations
- Consumer Advisory Council meeting
- Queensland Finance and Audit Committee meeting
- Staff Excellence Awards for the Townsville Hospital and Health Service
The Board and THHS Executive hosted the Minister for Health, Yvette D’Ath at the Townsville University Hospital on 27 January 2021. Minister D’Ath visited the emergency department, launched a Safer Baby Bundle and met with intern doctors.

Summary of the Townsville Hospital and Health Board Meeting held 02 November 2020 Board activities in October 2020

The Townsville Hospital and Health Board (THHB) held its 02 November 2020 meeting at Townsville University Hospital. The meeting was chaired by Mr. Tony Mooney and attended by nine members of the Board.
The Board received updates from the committees which met in October 2020, including:
- Board Finance Committee
- Board Executive Committee
- Board Safety and Quality Committee
- Board Stakeholder Engagement Committee
The Board received a regular Executive Report and Performance Report from the Health Service Chief Executive.
The Board received updates on key focus areas, which included:
- Aged Care Quality Standards Accreditation
- THHS Operational Response to COVID-19
- HeathWorks staff wellness program
- An update on the project aimed at continuously improving person centred care

- COVID-19 safe Length of Service Award Ceremonies at Townsville University Hospital

Summary of the Townsville Hospital and Health Board Meeting held 06 October 2020 and Board activities in September 2020

The Townsville Hospital and Health Board (THHB) held its 06 October 2020 meeting at Townsville University Hospital. The meeting was chaired by Mr. Tony Mooney and attended by nine members of the Board.
The Board received updates from the committees which met in September 2020, including:
- Board Finance Committee
- Board Executive Committee
- Board Audit and Risk Committee
The Board Stakeholder Engagement Committee meeting was postponed to October 2020.
The Board received a regular Executive Report and Performance Report from the Health Service Chief Executive.
The Board received updates on key focus areas, which included:
- COVID-19: Ongoing operational preparedness and management of surgery lists
- Robotic surgery capability
- Initial results for the THHS staff survey

Summary of the Townsville Hospital and Health Board Meeting Held 07 September 2020 and Board Activities in August 2020

The Townsville Hospital and Health Board (THHB) held its 7 September 2020 meeting at Townsville University Hospital. The meeting was chaired by Mr. Tony Mooney and attended by eight members of the Board.
The Board received updates from the committees which met in August 2020, including:
- Board Executive Committee
- Board Safety and Quality Committee
- Board Finance Committee
The Board received a regular Executive Report and Performance Report from the Health Service Chief Executive.
The Board received updates on key focus areas, which included:
- COVID-19: ongoing operational preparedness;
- Progress update on the transition of primary health care services to Community Control on Palm Island;
- Primary healthcare services on Palm Island and Magnetic Island; and
- The establishment of a second kidney transplant site in Queensland.

Representatives of the Board participated in several key meetings and events in August 2020, these included but were not limited to:
- TropiQ Steering Committee
- Taking Townsville North Queensland to Brisbane – Unlock the North (State dinner)
- Hospital and Health Board Chairs' Forum

Summary of The Townsville Hospital and Health Board Meeting held 03 August 2020 and Board activities in July 2020

The Townsville Hospital and Health Board (THHB) held its 03 August 2020 meeting at the Townsville University Hospital. The meeting was chaired by Mr. Tony Mooney and attended by nine members of the Board. Two members attended in part.
The Board received regular updates from the Board Committees which met in July 2020, those being:
- Board Executive Committee
- Board Audit and Risk Committee
- Board Stakeholder Committee
- Board Finance Committee
The Board received a regular Executive Report and Performance Report from the Health Service Chief Executive.
The Board received updates on key focus areas, which included but was not limited to:
- The 2020/21 budget finalisation and strategies for enabling financial sustainability;
- An overview of the operational direction to the ‘new normal’ post COVID-19 informed by the outcomes of the stakeholder workshop held in July;
- Primary healthcare services on Palm Island and Magnetic Island; and
- A 12-month review of the implementation of the THHS Reconciliation Action plan.

- Hosting the Deputy Premier for Queensland at the Townsville University Hospital
- Stakeholder meetings for TropiQ
- Queensland Finance and Audit Committee meeting

- Queensland Health’s First Nations Health Reform Consultation
- Townsville Hospital Foundation’s board meeting
- Townsville Hospital Foundation’s re-branding launch

Summary of The Townsville Hospital and Health Board Meeting held 07 July 2020 and 13 July 2020 and Board activities in June 2020

The Townsville Hospital and Health Board (THHB) held its 07 July 2020 meeting at the James Cook University campus. The meeting was chaired by Mr. Tony Mooney and attended by nine members of the Board.
The Board received regular updates from the Board Committees which met in June 2020, those being:
- Board Executive Committee
- Board Safety and Quality Committee
- Board Finance Committee
The Board received a regular Executive Report and Performance Report from the Health Service Chief Executive.
The Board received updates on key focus areas, which included but was not limited to:
- The Coronial findings into the death of Mr. Taare Rangi
- THHS operational response to COVID-19
- The 2020/21 budget preparation
The meeting was followed by a THHB, Townsville Hospital and Health Service Executive and Stakeholder Representatives’ Strategic Session. The session aimed at reforming the approach to service delivery in the ‘new normal’ post COVID-19.
The THHB held a second meeting on 13 July 2020 to endorse the Townsville Hospital and Health Service’s 2020/2021 budget. This meeting was held at the Townsville University Hospital and attended by eight members of the Board, four of whom joined via teleconference.

Summary of The Townsville Hospital and Health Board Meeting held 1 June 2020 and Board activities in May 2020

The Townsville Hospital and Health Board (THHB) held its monthly meeting on 1 June 2020 at the Townsville University Hospital. The meeting was chaired by Mr. Tony Mooney and attended by nine members of the Board.
The Board received regular updates from the Board Committees which met in May 2020, those being:
- Board Executive Committee
- Board Audit and Risk Committee
- Board Stakeholder Engagement Committee
- Board Finance Committee
The Board also received a regular executive report and performance report from the Health Service Chief Executive.
The Board received updates on key focus areas, which included but was not limited to:
- THHS operational response to COVID-19
- Aboriginal and Torres Strait Islander Community Advisory Council report
- Clinical Council report
- Townsville Hospital Foundation report
- COVID-19 business recovery and state funding arrangements
- Equitable access to contemporary services across the THHS footprint
Board activities
Activities were dramatically reduced in May as a result of COVID-19. Meetings that did progress were largely undertaken using virtual technology:

Summary of The Townsville Hospital and Health Board Meeting held 5 May 2020 and Board activities in April 2020

The Townsville Hospital and Health Board (THHB) held its monthly meeting on 5 May 2020 at the Townsville University Hospital. In addition, the THHB held weekly meetings specifically focused on the THHS response to the global pandemic throughout April 2020. All meetings were chaired by Mr. Tony Mooney and conducted using a combination of technologies to ensure adherence to social distancing requirements.
At the 5 May 2020 meeting the Board received regular updates from the Board Committees which met in April 2020, those being:
- Board Executive Committee
- Board Safety and Quality Committee
- Board Finance Committee
The Board also received a regular executive report and performance report from the Health Service Chief Executive.
The Board received updates on key focus areas, which included but was not limited to:
- THHS operational response to COVID-19
- The 2020/21 budget preparation and financial sustainability
At the weekly meetings held on 8 April, 15 April, 22 April and 29 April 2020 the Board received:
- Information to inform the Board’s workplace health and safety due diligence responsibilities, including local mitigation strategies
- Productivity updates following adjustments to care provision in response to State and Commonwealth risk mitigation strategies
- Updates on State and Commonwealth funding related to COVID-19 expenditure
Board activities

Following the regular reporting component of the agenda, the THHB was joined by the THHS Executive Team to undertake a strategic workshop.

The Townsville Hospital and Health Board (THHB) held its 3 February 2020 meeting at Townsville University Hospital. The meeting was chaired by Mr. Tony Mooney and attended by seven members of the Board.
The Board received regular updates from the Board Committees which met in December 2019 and January 2020, those being:

The Board also received reports from the following Board Advisory Councils:

The Board received updates on key focus areas, which included but was not limited to:
- Long-term strategy for equitable access to renal services within the service area
- The provision of healthcare on Palm Island and the ongoing implementation of the joint venture agreement with primary health care providers
The Board hosted Deputy Director-General, Aboriginal and Torres Strait Islander Health Division, Haylene Grogan who provided an overview of her portfolio and feedback on the ongoing implementation of the Townsville Hospital and Health Service Strategy aimed at continuously improving cultural capability.
Board activities
The Board was represented at official engagements in December 2019 and January 2020, these included but were not limited to:
- Regional stakeholder meetings to discuss access to dialysis treatment
- The launch of TropiQ
- The THHS Australia Day Staff Excellence Awards
- The Department of Health Awards for Excellence
Members of the Board met with experienced UK health administrator Sir Neil McKay to discuss maintaining and improving service delivery and efficiency.
